This is the Polyester Herringbone Ribbon (Soft Stretch) from SHINDO (S.I.C.). This ribbon is characterized by the excellent physical properties of 100% polyester (no polyurethane) and moderate stretchiness (soft stretch), and naturally follows curves, so it is a good fit for sewing. Compared to ordinary herringbone ribbons, these ribbons are more commonly used for waist reinforcement and design, but they are also recommended for use with soft-stretch fabrics.
